Meet Our Team of Experts

Diane Evans

CEO/Founder

Leveraging a lifetime in politics, finance, and accounting, Diane founded Evans & Katz LLC in 1996 to build a more responsive campaign compliance business model and to create a more flexible workplace for people who love politics. She has extensive experience in crisis management and has worked closely with a number of leading law firms, the FEC, the FBI, and the Justice Department in developing strategies for defense and prosecution matters related to campaign finance and ethics laws.

Diane’s day-to-day activities involve keeping her eye on the big picture and advising clients on their most sensitive political and financial matters. Together with E&K’s Special Projects Division—a reputable team of former FEC auditors—she counsels clients on crisis management, FEC and state audit representation, fraud audits, and forensic compliance.

Prior to joining E&K, Diane served 15 years in senior leadership positions for three Members of the U.S. House of Representatives and has been involved in the campaign strategy and fundraising efforts for a host of incumbents and challengers at all levels of government. She earned a Bachelor of Science in Labor and Industrial Relations with a minor in Political Science from the University of Wisconsin and has completed extensive coursework in Non-Profit Development at The George Washington University.

Diane managed her first successful class officer campaign at age nine, and she managed her first successful city-wide race at the age of 21.

Jan Balkin

Business Manager

Jan brings more than three decades of analytical and auditing skills to her role as financial advisor at E&K, where she works on contracts and internal policies and manages the general financial operations of the business. Prior to joining E&K, Jan spent more than 40 years honing her analytical and auditing skills in the commercial transportation industry–the perfect training ground for the business operations role she plays today at E&K. Jan has been a devoted friend and fan of E&K since its inception, and she has been involved in many of the firm’s successes over the years.

Christine Brewer

Christine performs complex reconciliations for E&K, advising clients on how to improve their internal accounting and compliance procedures and manuals. Her superb organizational, managerial, and writing skills have been a tremendous asset to E&K and its clients.

Before joining E&K, Christine served as an auditor with the FEC, as well as finance consultant and assistant treasurer and controller for the Mondale for President and Mondale/Ferraro Campaign. She has also worked as an accountant and management consultant for Ross, Langan & McKendree in Virginia, and Ernst & Young in Washington, D.C. Christine holds a Master of Science degree in Accounting from Georgetown University as well as a Bachelor of Arts and a Master of Arts in English from the University of Dayton.

Beth Eder

Client Manager

Beth works closely with Rick Halter and his team in the Special Projects Division to perform reconciliations and represent committees being audited by the FEC. She is E&K’s reigning expert on issues relating to FEC compliance and reporting for labor, corporate, and leadership PACs.

Prior to joining E&K, Beth worked as the director of asset management for a real estate investment firm in Chicago, IL, where she negotiated client contracts, conducted due diligence for acquisitions, and managed the firm’s portfolio of investments. She holds a Master in Business Administration from the University of Chicago Graduate School of Business, and she received her Bachelor of Arts from Marquette University in Milwaukee, WI.

Meghan Hall

Compliance Data Analyst

Meghan provides other critical support for a variety of E&K clients.

Prior to joining E&K, Meghan served as a custom protection officer for G4S Security Solutions, conducting surveillance patrol. She also worked as a private investigator for National Investigations, Inc., where she conducted discrete background investigations for a variety of clients. Meghan holds a Bachelor of Science in Criminal Justice from the University of Phoenix.

Rick Halter

Rick leads all E&K work related to FEC audit representation, internal fraud audits and operational reviews, complex past-cycle financial reconciliations, and other matters requiring the highest levels of sensitivity and understanding of FEC rules and regulations. Rick and his team have identified and documented instances of criminal activity within a variety of organizations and shared findings with the FBI and Department of Justice resulting in numerous indictments, convictions, and plea agreements.

Prior to joining Evans & Katz, Rick served 23 years as the deputy assistant staff director in the FEC’s Audit Division. He has also completed an additional 3 years with the FEC and the US Senate’s Office of Public Records. All told, Rick has more than 40 years of experience with the Federal Elections Campaign Act. Rick graduated Magna Cum Laude with a degree in Business Administration from the University of Maryland.

Chene A. Karega

Client Manager

Prior to joining E&K, Chene served as a compliance specialist at Perkins Coie LLP, where she managed federal and state reporting, processed campaign contributions and vendor disbursements, and maintained the firm’s client databases. Previously, Chene was a direct mail data and client manager for the Democratic Congressional Campaign Committee (DCCC), where she processed the DCCC’s contributions and developed operational improvements for numerous information and data systems.

Chene holds a Bachelor of Arts in Social Theory and Practice, and a Minor in Community Action and Social Change, with honors, from the University of Michigan’s School of Information. Chene was awarded a Running Start Congressional Fellowship with the office of Rep. Brenda L. Lawrence (D-MI 14th District) in 2014-2015.

Nicole Loney

Office Coordinator

Nicole joins Evans & Katz with more than 10 years of experience in client service relations, working in retail and community development for Clements Worldwide, the YWCA, Abilene Federal Credit Union, and Victoria’s Secret. She provides critical client support and oversight in E&K’s DC operations. Nicole holds a Bachelor of Arts in Graphic Design from McMurry University in Abilene Texas.

Greg Lozier

Client Manager

Greg manages daily accounting and compliance for a wide variety of FEC campaigns and PACs.

Prior to joining E&K, Greg managed state operations for the MBA Consulting Group and has held compliance operation positions for US Senator John Kerry’s re-election campaign in 2002 and Democratic politician Kim McMillan’s run for Governor. All told, he has managed compliance and operations for federal, state, and local campaigns in Massachusetts, Wisconsin, Tennessee, and Washington D.C. Greg holds a Bachelor of Arts in Political Science and History from the University of Massachusetts, a Bachelor of Science in Business Administration and Accounting from the University of Maryland, and a JD from Syracuse University.

Jessica Mattingly

Client Manager

Jessica‘s diverse background includes many years advocating for women’s health and providing direct services as a birth doula and lactation consultant. She is also an expert on social entrepreneurship and a has spoken frequently about childbirth, home schooling, women’s health, and the effectuation of social entrepreneurship; and she has presented at the NYU Stern Conference on Social Entrepreneurship, ARNOVA Conference, and the University of Missouri, Kansas City.

Jessica earned a Bachelor of Arts in Elementary Education and a Master of Education from Wichita State University, and she is currently matriculating an Interdisciplinary Ph.D. in Public Affairs and Administration from the University of Missouri.

Stacey Moye

Managing Director, Operations

Stacey has more than 20 years of legal, advocacy, analysis, and PAC management experience.

Prior to joining E&K, Stacey served as the senior manager/assistant government relations counsel at SmithBucklin Corporation, where she developed advocacy messages and action plans to help a variety of organizations, coalitions, and campaigns navigate the regulatory and legislative process. She also created a PAC management practice at SmithBucklin to assist association clients with all aspects of successfully managing their PACs, including developing PAC solicitation and communication strategies, creating governance structures, designing compliance systems, working with volunteer leaders, and serving as PAC director. Previously, Stacey served as director of special projects at the National Association of State Aviation Officials and as supervisor of the regulatory department for a pioneering online legislative and regulatory tracking service. She also served two terms as an elected, nonpartisan local commissioner in Washington, D.C., and has provided pro bono assistance to local nonprofit organizations.

Stacey earned her Bachelor of Arts in Political Science from the Richard Stockton College of New Jersey, a Master of Arts from The George Washington University and a Juris Doctor from The Catholic University of America, Columbus School of Law. She is admitted to the Bars of Maryland, the District of Columbia, and the Supreme Court of the United States.

Cassie Tinsmson

Client Manager

Cassie manages client relations for several large Political Action Committees, House candidate committees, leadership PACs, and 527 organizations. She has also worked on a variety of 501(c)4 entities.

Prior to joining E&K, Cassie consulted on fundraising as finance director for a number of nonprofits and state and federal political committees. In addition to finance and compliance, she has professional experience in grassroots organizing, policy research, and lobbying. Cassie graduated from Wichita State University with degrees in Social Work and Psychology, and she holds a Master of Public Health degree from New Mexico State University.

Brittany Solis Doyle

Director, Candidate Committee Compliance

Brittany has more than a decade of compliance skills and experience working on campaigns and elections in Indiana, many stemming from her key leadership roles for the Indiana Democratic Party.

Prior to joining E&K, Brittany served as the executive director of the Indiana Democratic Party, where she also previously served as the State Party’s director of compliance & operations. In those roles, Brittany was responsible for all state and federal compliance concerns, and she managed receipts and disbursements, financial reporting, and negotiations for vendor contracts and large expenses. She has worked with a wide range of compliance software tools, including NGP/VAN, Blue State Digital, ActBlue, and FECFile.

Brittany received a Bachelor of Science in Political Science & Public Relations from the University of Southern Indiana and holds a Master of Arts in Public Relations from Indiana University.

Josh Myles

Director, PAC Compliance

Josh brings more than 15 years of experience as a campaign professional and compliance specialist, with deep expertise managing complex compliance programs, campaign operations, and technology solutions for nonprofits and unions on the local, state, and national levels.

Prior to joining E&K, he managed the non-federal compliance program for MoveOn’s efforts in 30 states, supporting more than 100 endorsed candidates. Josh has a range of field experience, from campaign, project, and PAC management to designing mail and phone programs, managing vendors, and producing data management and targeting solutions. He previously oversaw compliance and reporting for SEIU’s multiple PACs in Illinois, Indiana, Missouri, and associated local and statewide ballot initiatives. Josh has a Bachelor of Arts in Political Science, with honors, from Bates College in Lewiston, Maine.

Kirsten Zeimen

Director, Program Management

Kirsten’s background includes extensive experience assessing an organization’s critical internal processes and providing change management support. Her skillset is benefiting E&K’s internal operations by ensuring that day-to-day communications and data flows are efficient, and that E&K client campaign finance reporting is accurate, reliable, and of the highest quality.

Prior to joining E&K, Kirsten served as a senior leader for GE’s Global Voice initiative, where she managed teams of high-level corporate professionals, implementing planning and training programs and overseeing relationship management and vendor performance analysis projects that saved GE more than $30 million.

Kirsten earned a Master of Business Administration in Finance and Analytics from Syracuse University’s Whitman School of Management, and she holds a Six Sigma Green Belt from GE’s Foundations of Leadership Training.
